It would be usefully to install a copy of linnworks that is restricted to only the dispatch screen, so that it can be installed on a dedicated computer, without having to purchase another user from linnworks

Unfortunately this will not be possible to do. Once a user is connected to the database this counts as a concurrent user therefore you will need extra users for despatching or any other operations
