Add an action to split packages by using category in rules engine

In keeping with the current nomenclature "Split order into package based on category or categories"

The function would work by specifying the category or categories that the user wants to split. 

For instance with the categories “Plants, Paint, Wallpaper” all in one order. 

Split order into packages based on category or categories = Plants

Plants would be packaged separately to the Paint and Wallpaper

or 

Split order into packages based on category or categories = Plants + Paint 

All three items categories would be packaged separately. 

This would be invaluable for shipping items that need to be packaged separately because of fragility or mandated by courier(s) or sizing.
