It should be possible to create a new order directly in a Fulfilment Centre location so that it is exported for dispatch, without needing to first make up the order in the default location and them move it to the FC. Since we only use 3party FCs, manually generated orders can end up sitting in an unused location (such as default) if the move step is overlooked.
