These changes are in response to the US Consumer Product Safety Commission (CPSC) mandating electronic filing of Certificate of Compliance (CoC) data for regulated consumer products imported into the United States, effective 8 July 2026.

(New) FedEx
Changes are live.
FedEx currently supports the Reference Message Set only. FedEx are finalising their API changes to support the Full Message Set; Linnworks will add support once those changes are confirmed.
To use the Reference Message Set, products must be pre-registered in the CPSC Product Registry. Once registered, sellers will need to populate the following three new item extended properties in Linnworks:
- CpscCertifierId — your Certifier ID from the CPSC Product Registry
- CpscRegistryProductId — the Product ID as registered in the CPSC Product Registry
- CpscCertificateVersion — the Certificate Version ID from the CPSC Product Registry
These properties must be set at item level for any products falling under the approximately 600 flagged HTS codes. For guidance on adding item extended properties in Linnworks, see the Item Extended Properties Import documentation.
Important: if your products are not registered in the CPSC Product Registry, you cannot currently use FedEx to ship regulated products compliantly via Linnworks. You will need to register your products at cpsc.gov/eFiling before the above properties can be populated.
Note: the FedEx integration may display additional CPSC-related properties. Only the three properties listed above are currently supported — any other properties will be ignored.
UPS
Changes are live.
UPS supports all three filing methods: Reference Message Set, Full PGA Message Set, and Disclaim. Use the method that applies to your products.
Reference Message Set
Use this if your products are already registered in the CPSC Product Registry. Populate the following item extended properties in Linnworks:
- CpscRegulationStatus — set to "Y"
- CpscCertificateType — set to "REF"
- CpscCertifierId — your Certifier ID from the CPSC Product Registry
- CpscRegistryProductId — the Product ID as registered in the CPSC Product Registry
- CpscCertificateVersion — the Certificate Version ID from the CPSC Product Registry
Full PGA Message Set
Use this if your products are not registered in the CPSC Product Registry. Populate the following item extended properties in Linnworks:
To use the Full PGA Message Set, sellers will need to populate the following new item extended properties in Linnworks:
- CpscRegulationStatus — set to "Y"
- CpscCertificateType — set to "FCP" for Children's Product Certificates, or "FGC" for General Certificates of Conformity
- CpscCertificateDeclaration — Set to "True" to confirm the certification is accurate
- CpscProductName — product name or model number as written on the certificate
- CpscManufactureMonthYear — month and year of manufacture in MMYYYY format (e.g. 062026)
- CpscManufacturerName — legal name of the manufacturer as it appears on the certificate
- CpscManufacturerAddressLine1 — manufacturer's street address
- CpscManufacturerCity — manufacturer's city
- CpscManufacturerCountryCode — manufacturer's country as an ISO 3166-1 alpha-2 code (e.g. US, GB, CN)
- CpscManufacturerEmail — manufacturer's email address, for CPSC/CBP follow-up
- CpscManufacturerTelephone — manufacturer's phone number, for CPSC/CBP follow-up
- CpscTestingStatus — set to "L" if the product has been lab-tested, or "N" if not
Disclaim
Use this if your products are not subject to CPSC jurisdiction — for example, adult textile products that are exempt from mandatory standards, or components imported solely for further US manufacturing.
Populate the following item extended properties in Linnworks:
- CpscRegulationStatus — set to "N"
- CpscDisclaimCode — set to "A" for exempt shipments (personal use, repair-and-return, gifts), or "B" for products not subject to any CPSC rule or standard

Other Carriers
We are in ongoing discussions with other carriers who may also require changes in response to the CPSC eFiling mandate. This article will be updated if further integrations are affected.
