These changes are in response to the US Consumer Product Safety Commission (CPSC) mandating electronic filing of Certificate of Compliance (CoC) data for regulated consumer products imported into the United States, effective 8 July 2026.
The shipping team is actively working through the required carrier updates. This article will be updated as changes go live.

FedEx
Changes are in progress and are expected to be released on July 13.
FedEx currently supports the Reference Message Set only. FedEx are finalising their API changes to support the Full Message Set; Linnworks will add support once those changes are confirmed.
To use the Reference Message Set, products must be pre-registered in the CPSC Product Registry. Once registered, sellers will need to populate the following three new item extended properties in Linnworks:
- CpscCertifierId — your Certifier ID from the CPSC Product Registry
- CpscRegistryProductId — the Product ID as registered in the CPSC Product Registry
- CpscCertificateVersion — the Certificate Version ID from the CPSC Product Registry
These properties must be set at item level for any products falling under the approximately 600 flagged HTS codes. For guidance on adding item extended properties in Linnworks, see the Item Extended Properties Import documentation.
Important: if your products are not registered in the CPSC Product Registry, you cannot currently use FedEx to ship regulated products compliantly via Linnworks. You will need to register your products at cpsc.gov/eFiling before the above properties can be populated.
UPS
Changes In Progress.
Linnworks is actively working through the UPS integration changes required to support CPSC eFiling. This section will be updated as changes go live.
In the meantime: manual workaround
UPS has confirmed a manual workaround that sellers can follow while platform changes are completed. There are two options depending on your ups.com access.
Option 1 — Upload My Forms on ups.com (recommended)
- Download and complete the CPSC Certificate of Compliance form from UPS
- Select the correct section:
- Part II if your products are registered in the CPSC Product Registry (Reference Message Set — 3 fields required)
- Part III if your products are not registered in the CPSC Product Registry (Full Message Set — 7 fields required)
- Log in to ups.com and upload the completed form via Upload My Forms (UMF) for each affected shipment
The form requires data from your existing Certificate of Compliance. For the Full Message Set (Part III), you will need:
- Product identifier (SKU, GTIN, model number, or similar)
- Applicable CPSC rules the product is certified against
- Certifier details (you as the importer of record)
- Records contact
- Manufacture date and location
- Test date and location
- Attestation of compliance
Option 2 — File directly with CPSC (if ups.com access is unavailable)
- File directly via the CPSC eFiling portal at cpsc.gov/eFiling
- On the commercial invoice, add the following information to the Comments section by populating the DeclarationStatement order extended property:
- Product ID
- Version ID
- Certifier ID
Other Carriers
We are in ongoing discussions with other carriers who may also require changes in response to the CPSC eFiling mandate. This article will be updated if further integrations are affected.
