These changes are in response to the EU abolishing the EUR 150 customs duty exemption for low-value parcels, effective 1 July 2026. A flat-rate EUR 3 duty per item category will apply to sub-EUR 150 consignments shipped from non-EU countries to EU consumers.

The shipping team is actively working through the required carrier updates. This article will be updated as changes go live.

For a full overview of the regulation changes and what sellers need to prepare, see the EU Customs Changes FAQ.

The article below provides an overview of the changes being made to each affected shipping integration. It will be kept up to date as updates are released.

The following updates are being made to the FedEx integration:

  • Orders shipping to the EU with a B2C recipient and a declared value under EUR 150 will be automatically flagged accordingly when submitted to FedEx.

Parcelforce

Changes are in progress.

New categories will be added to the Contents dropdown:

  • Merchandise will be replaced with eCommerce Goods
  • Commercial Sale of Goods B2B will be added as a new option

If Merchandise is currently selected for a shipping service, it will automatically be updated to eCommerce Goods.

To declare B2B shipments, you will need to create a separate shipping service with Commercial Sale of Goods B2B selected as the Contents value and assign it using Rules Engine.

UPS

Changes are in progress.

Phase 1 - B2B/B2C Indicators (pending UPS approval)

B2B and B2C indicators will be submitted to UPS once the change has been approved on their side.

No action is required from sellers, as these indicators will be applied automatically based on whether a company name is present on the shipping address.

Phase 2 - Product Identifiers (November 2026)

UPS has confirmed that support for item-level product identifiers (such as Standard and Non-Standard MID codes) has been delayed until November 2026.

Linnworks will add support as part of the same timeline.
